Program Evaluation
Overview
Program evaluation is an important tool
for reporting information about the status
of EEO program administration and management.
It is one step in developing the EEO program
based on a cycle of planning, implementation
and evaluation. In the evaluation cycle,
the status of program activities is fed
back into planning for the next year’s
strategies.
Responsibilities
The Equal Employment Opportunity and Civil
Rights Office is a staff office of the
Office of the Assistant Secretary of the
Army for Manpower and Reserve Affairs.
The Director of Equal Employment Opportunity
and Civil Rights provides leadership leadership,
coordinates, directs and monitors EEO
program evaluation activities and employment
programs throughout the Department of
the Army.
Authority for Evaluation
Equal Employment Opportunity Commission
regulation, Part 29CFR 1614.102 requires
agencies to “Establish a system
for periodically evaluating the effectiveness
of the agency's overall EEO effort.”
The Department of Defense Directive 1440.1
requires the EEO staff components to evaluate
employment policies, practices, and patterns;
the leadership of civilian personnel and
EEO officers in eliminating employment
barriers and supervisors and managers
on their contributions and support of
the EEO program. Department of the Army
Regulations 690-12 and 690-600 both require
evaluation of installation, activity and
MACOM EEO programs.
Objectives
EEO on-site program evaluation is oriented
toward results including program requirements,
and progress made in achieving the Department
of the Army EEO vision -- The Model Employer
with a Diverse and Effective Workforce
Founded upon Equality of Opportunity.
The principal objectives of EEO program
reviews is to determine the degree of
command leadership and support of the
EEO program, and to examine overall EEO
program development, effectiveness and
management. |
