I was proud to sponsor an amendment that passed the House recently which will help rehab patients across the nation. The measure halts the Centers for Medicare and Medicaid Services’ (CMS) implementation of a new policy rule, known as the “75% Rule.” Currently under this new rule, fewer Americans will have access to rehab care. And this amendment will help to reverse that.

Col. Linnington testified before the House Armed Services Committee and gave an update on U.S. military performance and progress in the conflicts in Iraq and Afghanistan. Rep. LoBiondo thanked Col. Linnington for his dedication to duty and for helping keep America safe.

U.S. Rep. Frank A. LoBiondo has been a lifelong resident of Southern New Jersey, a successful small businessman who worked for 26 years at his family owned and operated trucking company and an active participant in numerous civic and charitable efforts. Building on these accomplishments, Frank chose to continue his community service by entering public life. Frank has been elected to serve the area on the county and state levels, first on the Cumberland County Board of Chosen Freeholders from 1985-87 and then in the New Jersey General Assembly representing the First Legislative District from 1988-1994. In November 1994, Frank won election as the U.S. Representative from New Jersey’s Second Congressional District and is now serving his fifth consecutive term.

A member of the House Transportation & Infrastructure Committee, Frank LoBiondo serves as Chairman of the Subcommittee on Coast Guard & Maritime Transportation and is a member of the Subcommittee on Highways and Transit and the Subcommittee on Aviation, all of which are important to addressing New Jersey’s growing and ever-changing transportation needs. He also was named to serve on the House Armed Services Committee and serves on that panel’s Terrorism, Unconventional Threats and Capabilities Subcommittee and the Tactical Air & Land Forces Subcommittee. In these posts, Frank keeps a vigilant watch over national security and is a champion for New Jersey's military bases and personnel, reminding national leaders of the important contributions these local bases, units and people make to protect our state and our nation.

In today’s world, homeland security is a priority for New Jersey and for Congressman LoBiondo as well. Since the September 2001 terrorist attacks, Frank has worked to enhance and improve homeland security efforts to protect our region and the nation. From his support for placing Federal Air Marshals on U.S. flights and his authorship of the landmark port security legislation to his efforts to secure Southern New Jersey’s share of federal grants for homeland security efforts, Frank has placed a special emphasis on taking every step to make our communities and our nation safer and more secured against the threat of terrorist attack.

Frank LoBiondo’s support for our first responders, our state's first line of defense against terrorism and everyday dangers, traces it roots back to his earliest days in Congress. In 1998, Frank wrote and passed through Congress the legislation that created the successful Bulletproof Vest Partnership Program that has awarded millions in grants to law enforcement in Southern New Jersey and across America to help purchase protective vests for their officers. Frank has also worked to get local firefighters assistance to improve their efforts to protect life and property in South Jersey by sponsoring seminars on the Assistance to Firefighters Grant Program run by the Department of Homeland Security. Since the program's start in 2001, Second Congressional fire departments have received more than
$6.7 million in grants from this program and many credit the LoBiondo seminars with helping secure this money.

Frank has also maintained a strong commitment to protecting the environment, working to protect fragile wildlife and wetlands areas and fighting for projects that will protect, preserve and restore the New Jersey coastline. His work in Congress has won recognition from many groups including the Wilderness Society for his work to protect national wildlife refuges and by the League of Conservation Voters and Sierra Club for his efforts to protect the environment.

Representing the resort city of Atlantic City, Frank has been a powerful voice in Washington on gaming issues, serving as founder of the Congressional Gaming Caucus. Working to ensure the success of the South Jersey tourism industry is also a prime focus for Frank and he has worked to bring more than $60 million to protect local beaches and support coastal communities since coming to Congress.

Frank LoBiondo has also been a fighter for the rights of Southern New Jersey’s veteran community. During his service in Congress, Frank has worked tirelessly in the House to support legislation to help veterans with education and employment opportunities and to secure additional funding for veterans’ health care resources nationally and locally. These resources include securing funding for a new outpatient facility building at the Cape May Coast Guard Training Center that opened in 2000 and his efforts securing federal funds for the renovation of the Vineland Veterans Memorial Home.

Reflecting his background in business, Congressman LoBiondo has been a fiscal conservative who has worked to make sure the federal budget is not bloated by wasteful spending and unnecessary expense. Showing that fiscal restraint begins at home, Frank also returns to the U.S. Treasury the unused funds from his congressional office’s mailing account.

LoBiondo, 58, received a B.A. in Business Administration from St. Joseph’s University in Philadelphia and lives in Atlantic County with his wife,Tina.

The Second Congressional District of New Jersey includes all of Atlantic, Cape May, Cumberland, and Salem counties and parts of Camden, Gloucester and Burlington counties.
