Navy Commanding Officer's Guide to Environmental Compliance, ESC424, Sep 95. This guide provides basic environmental program information to commanding officers. It’s structured to provide an awareness of environmental issues that will confront them. Additionally, it provides answers to questions every commanding officer should be able to answer. This basic knowledge, and a professional environmental staff, will assist a commanding officer keep and maintain an effective environmental program.  You can view this document via the DENIX bulletin board on the public or DOD menu. Environmental Department (ESC40) Field Safety Procedures.   Please note: this field safety guide is intended for use by ESC40 environment personnel only.

Federal Environmental Contacts Directory, ESC424, (June 2002 Edition). This directory contains names, addresses, telephone numbers, and internet addresses for Navy, Marine Corps, and other government personnel engaged in environmental work. Guide to Partnering for Environmental Projects, September 1994.  This NAVFAC manual describes partnering as a process that brings key players in a project together to work as a team to create an environment of trust.  Additionally, it provides a history of partnering and describes how partnering can be used to enhance environmental programs.

Military Handbook 1003/17C Industrial Ventilation Systems Design. MIL-HDBK 1003/17C Industrial Ventilation Systems Design Manual (June 1996). This document may be ordered form the Department of Defense Single Stock Point (DODSSP) , Philadelphia PA. Small orders (less than five documents) are available at no charge to DOD customers. Naval Facilities Guide Specification (NFGS) 15951, Industrial Ventilation Systems Testing. This publications is available on CD-ROM via the Construction Criteria Base published by the National Institute of Building Sciences NIBS (http://www.nibs.org/ccb). This specification is available along with other Navy, Army, NASA, VA and other federal agencies’ design criteria.

Partnering Guide for Environmental Missions of the Air Force, Army, Navy, July 1996.  This manual, prepared by a Tri-Service Committee composed of Air Force, Army and Navy representatives, describes ways in which partnering could be used in the environmental programs of the three services.

Spill Prevention Guidance Document, Users Guide, UG-2033-ENV, Oct 98.  This manual provides Navy guidance on Spill Prevention, Control, and Countermeasure (SPCC) Plan development for oil and hazardous substances. This document is required by the Environmental Protection Agency; Part 40 of the Code of Federal Regulations, Section 112 (40 CFR 112); the Oil Pollution Prevention regulation, and OPNAVINST 5090.1B, for oil areas meeting the criteria in 40 CFR 112.

ASBESTOS PUBLICATIONS:  

Asbestos Control Program, Operations and Maintenance Plan, NFESC SP-2027-ENV, September 1997,  (http://enviro.nfesc.navy.mil/esc425/O&m.exe).  This document provides guidance on the establishment and management of an activity asbestos operations and maintenance plan as required by OPNAVINST 5100.23.  The document represents a "generic" model program that can be adapted to the needs of the activity.  The document incorporates information from NEESA 70.2-010, Asbestos Facility Inventory/Assessment Protocol, and NEESA 70.2-010.1, Model Operations and Maintenance Program for Buildings Containing Asbestos. 

Managing Asbestos Abatement for Demolition Contracts--A Field Procedure Manual for OICC/ROICC, NFESC TM-2210-ENV, September 1996,  (http://enviro.nfesc.navy.mil/esc425/demomanu.pdf).  This document provides guidance on the administration of asbestos removal contracts for building demolition.  The document parallels each stage of a demolition project, relying on checklists that emphasize important criteria.  The checklists provide basic information regarding required and/or recommended procedures for managing asbestos removal contracts.

Special Asbestos Projects in Renovation Contracts, NFESC TM-2284-ENV, August 1998,   (http://enviro.nfesc.navy.mil/esc425/specproj.pdf).  This document supplements information in NFESC TM-2210-ENV and TM-2211-ENV.  It provides guidance on removal of asbestos in a variety of special projects.
